Yeah, but everyone is fodder before two seemingly "god-like" people. They are still up there, Hashirama especially.

Kishimoto probably plans to use it for his comic relief. Ninjas that saved the world left as genins or made chunnins. The ranking system does not seem to mean too much anymore.

Sasuke lost his tomoe's against Madara in their fight too, few chapters later he started using Rinnegan shift all over again.
