I'll give it to kakazu cuzz he has lighting and the lighting = Diedaras weakness although Diedara has a chance if he takes out lighting mask but kakazu would t let him kakazu midd diff at best

Kakazu hasn't sharingan so he won't be able to discover this weakness
Diedra can fly and avoid masks's attacks or destroy it with c2 or c3
C4 will end this fight as kakazu won't see or sense it

i love deidara more then kakuzu but i think kakuzu would win if they fight

unfortunatel;y for deidara, rai'ton: gian has the most range & precision for kakuzu.
So IC, he will use that, along w/ the speed & AoE of fuu'ton atsugai, to shoot deidara down, whether he figures out the elemental weakness or not.
