It was sealed inside of Hagoromo after they beat it, not via Chibaku Tensei. After he grew old and was nearing his death, he sealed it inside the moon, on his own, using Chibaku Tensei, with his Rinnegan. This is fact unless you want to deny that Hagoromo was the Juubi's Jinchuuriki at one point. Lol

i dont think you can have juubi without the mazou. he sealed it in the moon on his deathbed then created biju

IMO complete juubi is needed for infinite tsukuyomi, most likely. That and they needed all the bijuu to go through the process
