there's nothing that indicates at all the number of ppl she used it on. If she used it to control the populace for the Hagoromo said she did, it was obviously a lot more than just a few ppl. Someone ruling the world doesn't use something that is only capable of controlling a few ppl.

Secondly, there was enough Zetsu to have been stashed some of everywhere underground, so that was a lot more than just a few. Hundreds is still a lot, even if there weren't as many ppl back then. Whole clans and whatnot got started after she was defeated, so that's something to keep in mind. Hagoromo didn't necessarily state that the genjutsu only worked on a pocket of ppl, considering he already mentioned how domineering she was over everybody.

when i mentioned "hundreds", it was a reply to your saying there were barely hundreds of Zetsu. I'm well aware that there had to be more ppl than that if there was a war What i said was to be taken as there were hundreds who ended up getting turned into Zetsu as a result of being under MT too long before her 1st defeat.
