Luffy's first gear increases his speed at the cost of his energy.
Luffy's second gear increases his power at the cost of his size.
In short luffy's gears aren't just a power up it was an exchange of two related traits in order to compete with stronger opponents
Luffy's first problem was that he wasn't fast enough to keep up with soru users so he mad Gear First
the second was strength so he made gear second.
But in the main flaw he possesses now is Defence. As haki continues to be a problem in the new world his immunity to bullets and Punches becomes less of a factor and we still have the problem of him being vulnerable to sword attacks not only because he is rubber but his haki is weak to that kind of attack.
SO the prediction is that luffy's next gear will be him trading in accuracy and precision for defence in the following manner
We know luffy can Vibrate his body to make it occupy more space as in gomu gomu machine gun.
And we know vibrating attacks when coming in contact with other things causes those things shatter. Even breaking shields and swords

My Prediction for Gear Fourth:
If luffy where to strike his hands together with hasshoken using his body as a medium for vibration every time something came in contact with him it would cause the incoming attack to be repelled deflected or even to shatter. Giving him intense defence and in a sense a strong offence.
The Trade in being that his ability to move would be altered in a dizzy like fashion as he is shaking back violently. Making it hard for him to aim and for him to balance after long durations.
