well first, minatos foot speed as farr as we know hes a 5 but not like weightless gai who hasn't been seen and we can expect its also blink of an eye speed
base speed+ gai
minato teleporting speed relies on the destination of the thrown kunai, thus making him as fast as the said kunai is thrown
gai base speed is seen as teleporting to the naked eye, and as as fast as he thinks to move in battle
gai speed seems more use full when both abilitys went against madara
