He didn't say, "I love you". He said "I really like you". Some translations screwed up on this.

But it was Team 7 ... considering those are the only free people that Kakashi has a connection with and the panel zoomed in on only them when it was said. :/

Viz/Official Scans say he loves them.

I think what caused the confusion is the split between the "I really like you now" panel and the previous page's 2 panels of Kakashi that more or less show him thinking about it and then smiling.
