I think it is good that Sasuke wants to change the system, but I think he is blaming the wrong people for the state of the world. This process of blaming the wrong people dates as far back as his days of wanting to crush Konoha. Here are some examples:
1. It was okay for him to want to kill Danzo. After all, Danzo is to blame for the massacre. He could have let Shisui use his plan of using kotoamatsukami on Fugaku and the other leaders of the Uchiha clan. That would have worked, but Danzo was a stubborn man. Hiruzen wanted to negotiate, but once again Danzo was stubborn and Koharu and Homura supported him.
The real people that Sasuke should have targeted were Danzo, Koharu, Homura and Obito (for orchestrating Kurama's attack which ultimately led to the massacre). Those were the people who were to blame. Sasuke however, blamed the whole village when just about nobody in the village even knew about the unrest within the Uchiha or the affairs that went down. Even Tsunade, the current hokage, doesn't know the truth. This was a prime example of Sasuke blaming the wrong people.
2. More recently, Sasuke stated that the hokages were to blame for the situation that the world is in. This is wrong as well. Let us start with Madara's situation. Madara's disdain for the shinobi world came from seeing all of his brothers as well as countless other innocent people (including children as young as 7) die on the battlefield during the era of warring States. This war was started by Black Zetsu and his manipulation of Indra which tempted him to start the war with Ashura. Furthermore, Madara also said that he fell into despair after reading the story of Kaguya and the shinju on the Uchiha tablet. This was the same tablet that Black Zetsu altered and had it say that the infinite tsukuyomi would save the Uchiha and the world. This further traces the blame back to Black Zetsu and Kaguya. Therefore, all of Madara's affairs stem from the actions of Kaguya and Black Zetsu.
Furthermore, the war between the Uchiha and Senju (which originally started with Indra and Ashura) was what made Hashirama and Madara want to establish Konoha. Therefore, Konoha's establishment was an act of benevolence and peace, not hatred and violence.
Now we can start moving towards Obito's situation, but we must first talk about the first three shinobi world wars. When Konoha was established, other shinobi factions soon followed suit and formed the other 4 ninja villages. As a peace offering, Hashirama offered bijuus to all of the villages. The negotiations fell through. Though this next part is not stated explicitly, it can be inferred that the other nations got greedy and power hungry and started the first of the great ninja wars over possession of the bijuus. Naturally, this first ninja war created over all tension between the villages, which eventually led to the second and third great ninja wars. The third great ninja war led to the death of Rin which led to Obito's disdain for the shinobi world. Yes, Madara was an influence, but it was really the fact that the shinobi world could destroy the lives of innocent people like Rin that led Obito to carry out his affairs.
Therefore Obito's situation all traces back to general greed. The Kages of the various villages got greedy and militaristic, as is human nature (sadly even in the real world). Therefore, it wasn't the hokages fault for Obito's situation. It was just greed of the human race period.
Obito's affairs then led to Kurama's attack, which as I stated at the beginning of the thread led to the Uchiha massacre which was the fault of Danzo, Koharu and Homura. Obito's affairs also led to the manipulation of Nagato and the creation of Akautski. Finally, Obito's affairs led to the 4th great shinobi world war, which is the current state of the world.
To sum it all up:
1. Kaguya brought about chaos to the world and then created Black Zetsu to revive her so she could continue to wreak havoc centuries later.
2. Black Zetsu essentially started the war between the Uchiha and Senju which led to Madara's disdain of the shinobi world. It also led to the creation of ninja villages.
3. General greed (not the hokages), led to the shinobi wars which led to Obito's disdain and his affairs (which were simply influenced by Madara).
4. Obito's affairs led to the Uchiha massacre and ultimately the 4th great shinobi world war. That is the state the world is in now.
In conclusion, it was all caused by Kaguya. If you want to blame someone more recent, you could blame Obito or akautski in general. The hokages however, are not to blame. They were just victims of the system like every other shinobi.
Yet Sasuke said, "The hokages are to blame for the current state of the world." This is a prime example of Sasuke blaming the wrong people.
Furthermore, Sasuke said that he believed that destroying the bijuus would change the system. That is wrong as well. The bijuus were just seen as weapons. Even if the bijuus were gone, humans would just go for other weapons, and greed and militarism would still exist. Furthermore, since the bijuus have personalities, killing them would simply be killing 9 innocent creatures. It would not solve anything. Even if people don't fight for nukes, they will still fight for things like money and land.
If Sasuke wants to change the system, he must eliminate militarism and greed (not the bijuus). Putting blame on the bijuus is another example of Sasuke placing blame on the wrong people.
