I think he can, the phasing is basically going inside of the Kamui dimension and coming out, to appear like you went through it.
Because he's in another dimension when going through, he's not actually there for the sword to actually touch him.

In all honesty it really depends on how he chooses to phase through it.

Not really. If he is phasing and Totsuka goes with him, to strike he has to become tangible again. So when that arm becomes tangible his whole body is sealed.

He can just leave that specific spot and teleport somewhere else.

Like I said, the topic is when he is using kamui (intangible). Of course, if he caught his arm while it was tangible he can get caught.

Not even if he enters totsuka's dimension, it will be factor against a kamui user who will always escape. Orochimaru was still connected to his chakra on Anko despite being sealed in that dimension which means the hold isn't that strong and considering that Kamui allows someone to teleport even from after life, yes pretty much useless
