So, we saw that for PS you need Indra's chakra (Sasuke, Madara), for stabilized PS you need both Ashura and Indra's chakra, making Hagoromos, so, Obito did become the Juubi jinchuuriki, which had the Rikudou power, and he has half of his body of Hashirama cells, so he got both of the chakras, that meaning, he could use PS if he HAD DMS, when he had DMS, he didn't use it because Kamui is better, now for Kakashi, Obito gave his chakra to Kakashi, which had the Rikudou chakra, which Kakashi himself stated this chapter, so Kakashi can use PS

it just so happened that the only 2 people who awakened ems were indras reincarnation

And kakashi doesn't have rikudos chakra, when obito absorbed the ten tails,it made his ms stronger

Obito finally had 2 ms for susano but obito getting rikudos chakra made his ms stronger which made his susano stronger giving him ps

OP said Obito had Indra's chakra,which is false because only his trasmigrants would have it.Two of Indra's reincarnations had PS which he himself was shown using,it's not hard to put 2-2 together.
