You know what they say about assuming, shelke. That's not what I'm getting at.
What I'm saying is that closure has to happen with Sasuke's story and it's almost guaranteed gonna be him in Konoha, making right with the village and the K11, this "sunshine and bunnies" business as you say. It's not a good look for him, but that's the growth that will take place because we know this genre of story, we know Shounen Jump, and most importantly, we know Kishi. Thanks to several factors, most recently Kakashi inquiring what Sasuke's goal is, we know there's more to be had which will cause friction in Team 7.
That's why it's all filler, because we know it's not the endgame yet. And whether you like it or not, it is growth. Maybe not the growth you (I'm not a Sasuke fan and even I don't want that) desire, but it's growth indeed as is a shounen staple.
