How Does One Develop Multiple Characters Simultaneously?

The question is in the title. How can someone develop multiple characters while the story progresses like in One Piece, Hunter x Hunter, and Attack on Titan. What are some easy ways to do this without the hassle? Is their easier way?

Blac Lord is right. Having you character's personality and history arleady planned ahead helps to develop them in the the world as events happen. Keeping in mind their type of personality, abilities, and how thier past effects the decisions they make and the path they take can help their development.

How do you pick the right time to make the character relevant in the story?
No one can really tell you that. It's your story. In my experience, I find the support characters should do just that, support the main Protagonist. Having the protagonist in a tight spot then having a side character save the day in any particular instance. Introducing a villain or enemy that has ties to the character you are trying to develop interacting with the protagonist is a great way to introduce your character's relevency.

Ex: John was a devout temple goer until Billy burned his temple down killing the monks he had come to know as his own family. Fast forward 10 years later. The protagonist visits John's hometown in persuit of the antagonist. John's past has now caught up to him and he follows the protagonist to his home where he will face Billy who is in league with the antagonist.

That's one example of making a side character relevant.

I'm also writing a fan fic. I base my original characters on each aspect of my personality. Say, I'm kind, then you create a character who is kind like I am. Maybe try to feel an emotion or feeling so when you think of writing in a specific character's words, you also feel how that character feels.
