#1 Madara, I don't think anyone has more fighting experience than Madara, he has fought (and beaten) almost every strong ninja. The only person(?) who surpasses Madara in something is Kaguya, but only in chakra reserves.
#2 Kaguya, she is hyped to be the strongest (even by Rikudo himself, altho he meant by raw power, and that it was BEFORE Madara gained 2 eyes), but to be honest she can't fight. A bodybuilder wouldn't (necessary) beat Bruce Lee.
#3 Rikudo Sennin, to be honest I am doubting if Kaguya beats Rikudo Sennin, but I haven't seen him fight (yet).
#4 Obito, I don't think the people that I placed under him have a counter for his double Mangekyo. Kakashi could have, but I think Obito's eyes are used better by Obito himself.
#5 Kakashi, same story as Obito, but if Obito would have the chance to, he would've used his eyes better than Kakashi. When he woke up after Madara took his Rinnegan he immediately brought Sasuke back, and saved Naruto and Kakashi and died because of that. So it was just a matter of bad luck.
#6 Naruto, he's lucky to have the black orbs on his back, because if it wasn't for them, Gai would defeat him.
#7 Gai, 8 Gates is just too much for anyone except for the 6 people above Gai.
#8 Sasuke, he didn't show much yet, he is strong but Gai kills him, he doesn't have black orbs so nothing stops Gai from beating him.
#9 Hashirama, he soloes every 'normal' person as far as I know. To be honest if both Itachi's health and stamina were alright, he may have stood a chance against him with his sacred weapons and his Itachiness.
#10 Itachi, I won't count BM Minato because if Kabuto wanted to, he could stop Edo Tensei on Minato anytime. People are gonna say Kabuto beats him but I don't think so, Itachi could easily seal/finish him if he really wanted to.
NOTE: Didn't count Indra, Ashura and Hamura because we don't know how strong they were. Rikudo Sennin was counted because we know that he's Naruto and Sasuke combined (by eye and body powers) and we know the hypes about him.
