All Byakugan users are.. Advanced vision leads to better results in evasion with her speed being pretty decent. Also apart of the Gentle Fist Repertoire.. Plus, doesn't she have Protective 8 Trigrams 64 Palms, or is that anime only? .. Either way, she has a realm of defense as much as Sakura's evasion.

Her speed is ok, but not on sakura level

if hinata lands one hit on sakura's pressure points sakura is as good as dead. if sakura lands a hit on hinata she's meat. point have significant chance against each other, but i'm inclined to support hinata more as byakugan seems to make her a more efficient taijutsu user. my opinion tho.
