I'm not saying this is the best manga ever (no offence ppl who favour it) but there are details that explain the power ups.

It's the same in every manga people will have opinions that differ from character to character, and they're will always be people who are unhappy / "Butthurt", and their will always be people who are happy with the development their favourite is getting. It's like vice versa in a way, when one character gets a powerup other fans complain, then it happens to their character, the other fans complains. tis a neverending cycle.

Simple you can only have Rikudou chakra by becoming Juubi Jinchurki which takes effort or be lucky to be choosen and blessed by Someone from Ootsutsuki family, especially Hagoromo Ootsutsuki
