It's confirmed now that Kakashi got rikudo chakra from Obito. This means that Kakashi's PS has reason behind it. If we consider previous manga chapters, Indra who was close to hagoromo in chakra could do it as well and he didn't have rinnegan or EMS.

Regardles, Kishi can damage control it and explain it as much as he likes, it doesn't make it right. It doesn't make it right that Kakashi instantly formed PS when Sasuke and Madara could not.
