Even with all the Hagoromo's power, both Naruto and Sasuke were getting kind of kicked in the ass. So he doesn't want to reveal Sasuke's final jutso (Hashirama) but he doesn't know what to do so, basically, he gives all this power ups to them so he can make a couple more chapters.

I Think it's a perfectly explained powerup in all honesty, but I think kishi should have just kept madara as the FV and Kaguya as a legend in the past who was said to possess this immense power.
