It was illegal to begin with, that means it was already banned to begin with. People will give no f*cks regardless and keep doing it. Like how people keep illegaly streaming movies, tv shows, books, music, etc.

Yes! But, since it's impossible to have a new released chapter at current time with Japan, the majority of people read it from internet (or probably all people which now are commenting Naruto 689), until we can acquire it in a legal form.
The last volume with the current chapters is not released and usually I can not wait to know what happens when a new chapter is released.
I acquire the digital manga version from VizMedia, but it is currently in volumen 66
