He's probably stronger then we think, Kishi is just really underplaying him. That's nothing new, Kishi has done that since EMS Sasuke was revealed in that cave. His showcases has paled comparison to Naruto's [KCM, BM] and now with RM.

Naruto got to showcase his powers, new feats and techniques left and right when KCM/BM was revealed. He took on Edo Kages, several Bijuu and Obito. Sasuke's time to shine should of been against Kabuto, but he got overshadowed by both Itachi and Kabuto.

The last time Sasuke got a length and decent showcasing dedicated to him was with Danzo. Ever since then he's just disappointed.
