EMS Sasuke was never written twice,
one is EMS Madara,

Great list from my pov, I believe Edo Hiruzen and Hebi Sasuke should be moved up, 8th gate Gai should be moved down one tier.

thanks man, but i believe that 8th gate guy, can give the juubi jins a hell of a fight,
and hebi sasuke or hiruzen would get defeated by all the people in the tier above without much problems

All the generals of the war like someome mentioned need to be in this list. They are all kage level in their own right.

Sakura is almost on par with tsunade their arsenal is almost the same, with tsunade just barely edging her out,
and tsunade is low kage level atleast,

Mifune took him out only because he was immune to Hanzo's poison. Anyone who engages Hanzo in CQC, without having an antidote for it gets killed.

Good list. One of the best i've seen except for one thing that i see in all of them and i really dislike: multiple versions of one character.
At least you didn't bother to include fodder fodders and there weren't that many versions. On the other hand some notable characters were missing, like Chiyo, Kankuro, etc...
But good effort.
