That chakra never goes away indeed. Sakura said it is stored in the host's body.
Kakashi said his Kamui became 3x as effective without a cloak when Naruto tapped his hand.
The cloak made fodder shinobi into jounin level. Sasuke can use PS with enough training but at that point he couldn't.
