Honestly, Madara gave the manga tension twice. Once was during the Gokage showdown when it was alright to post pone any development as we expected it later. The second being when he was revived. Though, that died quickly. Other than that, he hardly got me excited nor gave the manga tension.

Which is what a main villain should strive to do first. Something obito did several times in the manga prior to having the curse of obtaining unlimited power as the Juubi.
