White zetsu

What's up with kaguya trying to make everyone a white zetsu . I know the artificial white zetsu was made from hashiramas cells. I believe that hashiramas chakra is related to the god tree's. But the zetsu aren't really that strong so why turn them into zetsus? If I was Kishi I would have made the kaguya arc differently. I would have had her enslave everyone if she's so powerful. Then I would have made a rebellion arc with naruto and sasuke at the lead getting there sage powers then avatars and all.

I think its so all the white zetsu do her bidding which will create peace on earth (too bad they will be white zetsus)
