Kurama's chakra is constantly leaking out and mixing with Naruto's that's how Minato made it, even when he was using SM against Pain. Kurama can't just stop that.

Naruto always uses kurama's chakra, because it's a part of his chakra. Kurama prevented him from calling upon more such as when he summoned Gamabunta for the first time.

Yes, he could use his chakra, but forcefully those times. Since the one that was leaking wasn't enough, I don't think it would have allowed him to use TBRS.

Also the amount that leaks can't allow him to for a SM+KC bond.
