Hiruzen intentionally forced Naruto to live alone, shunned by the village so that he could appear as the 'kind grandfather' and make Naruto loyal to him.

Hiruzen also had Orochimaru develop the Curse Seal on purpose, then framed Orochimaru as be the sole creator of it. Then he brainwashed Anko to hate Orochimaru with a passion. Bonus points if Anko is Oro's daughter.

If Prime Hiruzen knew every jutsu in the village, that means he knows the Dead Demon Consuming Seal on the Kyubi attack, which means he could've sacrificed himself. Which therefore means he let Minato die so he could become Hokage again.

Instead of poisoning the Uchiha or having Root take them out, Hiruzen let a thirteen year old kill his own clan, but gave the option of letting Sasuke live to gain Itachi's loyalty.
