Well, Is Susanoo starting from second level that is half body rib cage Susanoo up to PS

are living being by it own apart from their users, although it create/manifest by their users own chakra

Is they able to making a decision and making any movement by their own without it users command.

Or they can't do so.

susanoo is the manifestation of the users chara , once initiated susanoo need not need time to time commands to tank stuff as it remains casted over the user as long as he exerts chakra under the jutsu

but unlike gaara's sand the susanoo cannot attack or bulk up defence on its own without the users intention ( not sure i have ever seen more shielding in a susanoo structure after the user decides to bulk it up other than the positioning of the arms )
