Currently, if a lower tier ninja didn't use chakra I should be able to hold my own in a straight taijutsu battle. Maybe even break out of a weak genjutsu since you just have to stab yourself. And maybe, maybe, dodge a weaker jutsu attack. But that would be a one time thing
