Sasuke's Katon techs are on a different level to Tobirama's suiton techs. Even if on paper Suiton vs Katon looks like a bad matchup, in practice Sasuke's fire jutsus would overpower tobi's puny water jutsu. There's a reason he fears the uchiha name.
