- Nothing suggests Hashirama is as strong as Tsunade/Sakura ( physically )
- Tsunade isn't using CES, or at least not always, considering the fact that she has 5 points in strength and she was able to lift and swing Gamabunta's sword easily.
According to Kakashi, the user of CES focuses chakra into their hands using precise chakra control and releases it with pinpoint timing According to this, Tsunade wasn't using CES when she lifted Gamabunta's weapon. So she is in the top tier even w/o enchantments.
