OT: All I know for sure is 8 Gates Gai should be at the top of every list.

Then 8th gate gai isn't a factor either or Tsunade/Sakura's chakra enhanced strength.

by that logic you can't include gai, tsunade, raikage, or sakura as they all are technically using jutsu. gai is using the 8th gate to enhance the power of his punch, which is a jutsu. both tsunade and sakura build chakra in their fist and release it at the point of attack and can enhance it even more with the byakugo seal, both are technically jutsu. raikage uses lightning armor to enhance his speed and strength. so again it jutsu enhanced. unless you go by just bijuu, anybody with incredible strength is technically using a jutsu. even sage mode is technically a jutsu, which is why it's called senjutsu. so een sage mode naruto wouldn't be able to be considered. so, if we exclude all of them, who would be left? so with that said, this is my list.

naruto(was able to not only punch through kaguya's chakra fist, but send her flying into a cliff
kaguya(she has the most chakra in the manga, she uses that chakra to augment her strength)
gai(send madara flying about a mile underground. i have him listed below naruto because it was against a much weaker opponent. although it looks like a bigger feat)
tsunade/sakura(mastered the same ability to enhance the stregth)

The Steam enhanced punch was even stated as a jutsu and recorded as one, the OP specifically said no jutsu. :\

Gates is a taijutsu technique (NOTE: Technique=/= Jutsu), Sage Mode is just adding nature energy to your body, so it is not a jutsu. It is only called senjutsu when people use jutsu with nature energy in it... and just because it has jutsu in it (by that I mean things like kenjutsu, shurikenjutsu, taijutsu, etc) doesn't mean it is an actual jutsu. Kenjutsu is swordsmanship, not an actual jutsu. You have to bear in mind that when jutsu is used in terms of saying things like taijutsu, genjutsu, kenjutsu, it means technique not actual jutsu like Fire ball Jutsu.

Genjutsu= Illusionary Techniques

Kenjutsu= Sword Techniques

i i completely get what the word jutsu implies, i'm just saying. technically anything with a chakra enhancement should be considered a jutsu though. the gates are a jutsu, as you are specifically opening chakra ports in your body to make you stronger. ninjutsu referes to the use of chakra in an attack. sure the use the gates for taijutsu, but the gates themselves are jutsu. sure, raikage is already strong, but punching through a wall is not that big a feat in narutoverse. so there are no serious feats for a punch without the enhancement of lightning armor. also no, the only reason tsunade is strong is because of her chakra punch. she has excellent chakra control because of her medical ninjutsu experience, which is why she developed her taijutsu ability to control the chakra in her punch and release it when hitting someone. without that her punches would be no stronger than any average person. sage mode may not be a "ninjutsu" in the sense that it's a specific ability like a rasengan or something like that. but senjutsu is literally taking in natures chakra to enhance your ability. so why wouldn't naruto using Kokuō/5 tails chakra to heat his chakra be considered? because all kokuo said was i'll heat your chakra to the boiling point. my point being, in order to get any good strength feats, there is some manipulation of chakra being done of some kind. so the premise of this thread is flawed in that sense.
