The three characters were portrayed as strongest out of Supernovas (without BB), pre time skip. I would say that Luffy was strongest there, but I wouldn't mind if someone say otherwise, the thing I say for sure is that the three of them were pretty close in power.

After that, Luffy had badass trainer like Silvers, which both Kid and Law didn't have, on top of that Law go easy and didn't go to new world right away... If both Kid and Law had some good/strong trainer then I could see it going either way, like you said.
