Oro negato and then zabuza (even though he wasn't a main villian) but the zabuza arc is really what got me into naruto in the first place. I remember the first episode I ever saw was when team 7 was on the bridge in the fog fighting haku .

Madara and Pein are the best villains followed by orochimaru,

1. Madaras thrill to fight, alongside pure lust for power makes him a very interesting villain, and with his knowledge being soo vast alongside being one of the most influential characters in the manga, such as forming konoha, to being the main mastermind of the 4th great war, he is is definitely one of the best if not the best,

2. Peins wisdom and twisted idealogy for peace makes him truly unique and interesting, and him being an orphan and leading the akatsuki alongside being revered as a god makes him an amazing character,
and throughout the pein arc, he was truly the most devastating villain,
his actions were almost unbelievable especially when he one-shotted the entire konoha in one move,
and the reason why i am saying Pein not nagato, is because the former alias is how he was mainly a villain, nagato on the other hand is a completely different story,

3. Orochimaru - his lust to be immortal and forming several test subjects and pawns makes him a some sort of an evil scientist,
and throughout part 1 he was an amazing villain,
i wouldve given him the top spot, but his recent actions in the war arc have been very dissappointing

Orochimaru by far the best villain...What he did in part 1 is pure evil . That's what the real villain does,takes what he wants for his own sake and power...All other villains are just soar losers if you want to put it simple. They all hate the world because they simply don't have the power to change things .

Absolutely. He was brual,mindraping,genocidal and and exceedingly vicious with his methods. He's the true epitome of a villain. However he lacks the power of Nagato, and the fact that Nagato took so many lives and destroyed a village means that he edges him IMO.

I agree that Itachi as a villain was pretty ruthless...I hated him.

To me the most crucial factors in regard of being a truly evil villain, are the motives and means. Many villains just wanted to make the world better, like Nagato or Obito, I'd say even Madara. Now Orochimaru, Kakuzu or Hidan had very selfish motives, with sadistic methods.

But I think Kaguya/Black Zetsu are the worst. Turning all the people into zombies to fight. Though it's true that their characters are not that developed as of now.
