Pica's main weapons are:

Lacking Haki as far as we know, he can't hurt Crocodile. This takes out both of his weapons. The first weapon is specifically taken out with Croco's ability to turn stone and earth into sand, the more Pica tries to add to his arsenal, he's actually adding to Croc's. If Pica comes into hit Croco with his sword, it'll pass through, even if Croco is distracted, with can let Croco follow up with a Barchan to instantly rob Pica of all his moisture, leaving him a withered mess that Croco can easily dispatch with a Sables or a blow with his hook.

Pica wins. He may not have shown Haki that allows him to hit logia but seeing as he can basically become a walking dressrosa he can easily use the nearby water to weaken crocodile. Or he can simply cut himself and cover his fist in blood seeing as Luffy did that against Crocodile.
Not sure what those techs are?Pica hasn't shown any notable speed feats. If he comes at Crocodile, what's stopping him from hitting him with a Barchan before the punch collides? Or a Sables?
