Wasted as in potential? if so i'd have to say Madara takes first place; he was hyped to be unbeatable when he has both rinnegan eyes, but we weren't shown anything worthy from him when he finally had both of his rinnegan eyes.

Sasori would have to be second; he had 298 'human' puppets, but we were only shown one, the 3rd kazekage. Such wasted potential...
