Guys who can be considered top tier are for example the 3rd Raikage and Hashirama imo, who were the strongest kages from their respective villages.
Being S-rank alone doesn't make him a top tier.

What does that have to do with Hidan? I don't care about your plot device asspull non Uchiha nursling. I'm talking about Hidan besting most opponents who don't have intel on him. Only people with op jutsu's can actually beat him without intel.

If Hidan was at the war and on the SA's side they would have won. while the Juubi is distracted by everyone else he comes close, takes some of its blood and kills it. True story bros.(Im kidding)
He's not weak. There are more characters who are just stronger than him. That doesn't necessarily make him weak. He's just weak compared to other characters like Nagato and Itachi.

And I suppose you aren't spouting nonsense? Kakashi didn't need his Sharingan, the only reason he had his Sharingan was because Kakuzu was trying to get in on the gang bang.
Kakashi can literally just use long range Jutsu to keep Hidan back, then realizes he can't kill him, speed blitzes back to Konoha, gathers the same tools Shikamaru got, make a hole, do the same thing Shikamaru did, and laugh.
