He doesn't have to. Kiba and a transformed Akamaru can go toe to toe with lee. And if they incorporate smoke bombs ( like they did to naruto) they can blind him while still fighting effectively via smell. Giving them the advantage. If that's not enough they'll go two headed wolf or Cerberus and finish it.

Where is Sai going to fly in a building? And how likely is it for Choji to use butterfly mode IC before Lee blitzes him without weights?

I seriously doubt an unweighted Lee is at all comparable speed and agility wiseto Kiba and a transformed Akamaru. Simply because the two of them couldn't penetrate Gaara's shield but Lee alone without the gates could.

Rock Lee obliterates 1-4 given the location... 5 is probably a loss thanks to Byakogou; then stops at 9, assuming 8 is early shippuden base Naruto.

Kiba wins this one with absolute ease because Lee will be completely exhausted after beating Butterfly Choji. This is where he stops.

If Lee goes into this fight fresh, Sakura still wins High-Diff.

If Lee goes into this one fresh, he wins Mid-High Diff.

People forget that Gai needed to go 6th Gate too beat 30% of Kisame. 6th Gate Gai >>> 6th Gate Lee. A lot of these characters like Sakura, Choji and Darui, are easily at or above 30% Kisame level. Lee has absolute no chance of going past Kiba if he fights them in a row.
