Not a sensei or moderator, but this would be a pointless fight to be thrown to them in my eyes so allowing me to post my thoughts on this little fight. Now from the point that sho didn’t defend from the kunai is the instant he is in the red. An explosive tag may seem like it won’t kill but from seeing in the manga, they can pack a punch.

Now I believe that a direct contact explosion from a tag would kill or at least leave a person badly injured, but the tags landed and exploded at two meters from which is roughly 6-7 feet away, now I can say that Shun can survive but will be severely burned from the explosion of the tags. So considering that into the fact that he used Lightning Fang after Strike Armor which is just when the tags are released and explode.
Timeframe so far:
-Spikes
-Armor/Tags
-Lighning Fang
-Azure

With that frame, the lighting fang would hit Bolin, cause one what your doing is actually a freeform dodge, which in this case I’d say it was that case. Your using the description of movement to try and avoid an oncoming technique which id say is not able, though I could be wrong of this case, but even if you did, your both the same rank which means your jutsu performing would be equal in terms of speed HOWEVER, Shun is producing a lighting tecgnique which is one of the fastest of the basic 5, if not , the fastest. So id assume Bolin get a direct hit, and also fried since its also in contact with water.
My two cents would be both parties is injured(Shun burned severly and Bolin shocked but not entirely dead)

In naruto logic, id doubt hed be stunned, if you mean unable to move. We seen Kakashi use Lightning Blade underwater like its nothing, so id say no to the stunning, and Fang isnt a Chidori(aka unfocused lightning) so it be more destructive so yeah, he might be dead but thats for you guys to discuss.

Here is my two cents on the battle since I was asked to judge. The default range is mid range. In the post where shonen does the substitution technique 10 meters behind his original position he would be long range. Any technique you guys used after that is void since they are all short-mid, no long range techniques. So my verdict is, shonnen uses the substitution technique and his fire spider doesn't happen. Devilicious has his move now.

Noticing the shadow of the water over him, shun quickly switch places with a rock that is 10 metres away from him thereby escaping the jutsu then he quickly makes 5 handseals, releasing a body of fire that both surrounds kidomaru and also transforms into spiders that attack kidomaru.

Without hesitation after seeing the boy replace back to long range : he claps his hands after which he slams it on the ground streaming an incredibly rapid stream of water under shun as it gushes upwards in a large burst lifting him into the air, he continues by weaving 4hs (second speciality) seeing shun in mid air, shooting 8 small-sized water bullets at him to further raise him into the air and also damaging him. The bullets continue by gathering above shun after hitting him and passing through his position to form a water dragon which attacks him by grabbing him with his jaws and forcefully bringing him back to the ground, it coils, and constricts him : it brings shun back to the ground after turning back to a mass of falling water that eventually crushes him under brute force, killing him if he's not already dead. With the long line of combos, it all happens within seconds.

Since the kid would be focused on blowing the stream since its a streaming technique, Bolin reacts by simply raising his hand into the air sending an electrical discharge into the sky before summoning lighting to strike the kid back to the ground, electrocuting him badly if not killing him.
