Obito knew the moment that Black Zetsu appeared that things were going to hell.
So he devised a plan to prepare everyone for the return of Madara and possibly Kaguya.
He created circumstances in which the main guys would NEED to become stronger.
He created Akatsuki in order to prepare Naruto and team for what was to come. He knew Naruto was the child of prophecy. He knew that if Minato and Kushina was around to protect him, he wouldn't truly be exposed to the dangers of the world. So he took his parents away. He needed Naruto to become similar to him so that he would be ready. Obito had to become the bad guy, like itachi did for sasuke in order to make naruto stronger. Tough love.
At the very last battle, he saw that Naruto was now powerful enough. Even at the juubi jin level, Naruto proved to be a match. He continued to test Naruto over and over all war, by killing his allies, telling him hurtful things because that was nothing compared to when Madara or Black Zetsu made their move. And when Madara made his move, Naruto wasn't ready, so then Obito had to help him again. But this time, Naruto was ready. Obito sacrificed his life and became the scapegoat. Naruto then saved him in return.
Kaguya's victory was basically among them, had it not been for Kamui to reach Sasuke in time. Now that Naruto and Sasuke are ready, it was time to make his finally move. He sacrified himself to save Naruto. He knew that Naruto now has what it takes to become the Hokage. But he knew Naruto couldn't do it alone, so he left the rest of his power to kakashi to ensure Naruto makes it.
Obito all along guided Naruto. Without him, everyone would still be at the academy in peace, unknown to them that Black Zetsu was manipulating everything. Only other person who knew of it was Itachi, Itachi and Obito partnered up to make Sasuke and Naruto stronger because they both knew that they were Indra and Ashura reincarnates, and they both knew that nothing else mattered, not even the clan, because the clan was all a lie created by Black Zetsu.
Obito trained Itachi in the way of "looking the part."
