I'm leaning towards Sasuke.
As the manga already showed, Gaara's defence doesn't fare well against Raiton. Last time he sort of managed to put up a fight, but Sasuke was tired from getting spanked fighting Ay while Gaara had the assistance from three Jonin.
In a fresh 1v1 i'd go with Sasuke.

Pretty sure it would fare much better than it did.

If he gets the chance to gather stronger minerals and overwhelm with a big enough sand tsunami of course there won't be enough Raiton in the world that can save the Uchiha.
I did mention i was leaning towards Sasuke, not that he'd win 10/10 or that i was 100% sure

I'm not sure about the value of those links though... Ay's kick is a simple, physical attack, and against Madara he combined his Raiton with Suiton, the aim wasn't to destroy the sand. Neither shows he lost his 'weakness'.

Post timeskip Gaara would beat Hebi Sasuke.

Gaara is actually one of those strangely underrated characters. People forget the only reason he lost to Deidara was because he had to protect his village.

Gaara was in the sky from the start of the fight, in this fight he's not. And I don't remember any of the Kages even attempting to blitz him.

deidara's foot speed was able to evade a shushin from sasuke,he isnt doing anything here.
The edo kages attacked him when he faced his dad,he responded by using sand hail to repel them.

RT madara lunged at gaara and the bijuus,and was easily eacted to by gaara,the same madara that easily outclassed ems sasuke in cqc

Do you not remember how far Madara was away from the Bijuu? Madara jumped towards them, he never once tried to blitz them with his shunshin. I'm starting to think you don't know what it means to be blitzed.

I hate to repeat myself, but you don't seem to get it. Gaara is on the ground with his sand still in his gourd, unless the OP states otherwise. With that being said, Sasuke can close the distance, if he doesn't manage to get him the first time, which is unlikely since they are 15 meters apart, when Gaara proceeds to jump away, Sasuke uses Chidori Spear.
