Tsukuyomi can only be broken by someone who shares the same blood, like Sasuke. It's also debatable whether Obito could break it too, since he's an Uchiha. However, Kakashi has Obito's chakra not his blood so he can't break tsukuyomi

Kekkei Genkai and Sharingan are needed for breaking Tsukuyomi (plus it is just a hype ,nothing more). Kakashi has both right now. He pretty much can.

War Arc Kakashi with one Sharingan/Mangekyo Sharingan had already slightly better/better feats than Itachi in pretty much everything, speed/taijutsu/chakra/stamina/ninjutsu/smartness etc bar genjutsu that wouldn't have really made a difference with full knowledge, and the one shot skill in the Kamui GG.

Kekkei Genkai is not the Sharingan, it's the blood heritage; hence, why it's called the bloodline limit. Sharingan, Rinnegan and Byakugan are all Kekkei Genkai abilities.

Hence why Kakashi didn't stand a chance with just a Sharingan and Itachi listed both Kekkei Genkai and Sharingan separately.

So it still doesn't grant him immunity to Tsukuyomi.​
