In the Wave situation, he needed to get out at all costs similar to the situation he was in before because of this boost his leg power increased so logically he should've shaked Wave off who not so long ago out pasted Tatsumi in Base Incrusio.

Notice how Wave always went after him after tatsumi jumped and yet still out speed him. One punch from Wave cracked Incrusio's armor lol.

In terms of speed: Grand Chariot Base > Enhanced Incrusio > base Incrusio. Wave has also shown greater striking speed.
