That's not striking speed, that's Neji's Kaiten clashing with Naruto's punch. Neji Kaiten requires him to physically rotate, not even mentioning that it has nothing to do with his striking speed that was slashing through tens of spider webs (

To further prove my striking speed point Sasuke was said to have been exactly as fast as Rocklee against Gaara when he was in the black. At the fight at vote he was much stronger as he was able to whoop on Naruto even before activating his sharingan while on the roof top Naruto was able to fight on par with him when he had his sharingan on.

Anyways Rocklee hasit fought for a long time so naturally he would be slower than he was when he fought Gaara he was able to dodged kimmimaro with ease
