I think that Kaguya is rewriting her dimension using Izanagi and C.O.A.T through her 3rd eye. Why will Sasuke inherit her ability? Because Sasuke himself has the same eye:

Sasuke's Dojutsu powers are much greater than Sharingan and it's evolution. With Sharingan alone, Itachi can manipulate time and space in his Genjutsu: [

]. Sasuke based on feats has yet to surpass Itachi's skills in Genjutsu. Sasuke's Dojutsu is how he will surpass Itachi: Izanagi is the one that alters reality, while Izanami is the one that decides it. In other words, Izanagi turns imagination into reality and Izanami turns reality to imagination. If Kaguya is the creator of those dimensions of her's, then she is capable of altering the laws of physics, such as: time, space, and reality. Sasuke in the future will be able to alter the laws of physics with his eye.

Of course, there is difference between Kaguya and Sasuke. 1st). Kaguya has Chakra levels far surpasses Sasuke's; as result, her Jutsu will be on much larger scale. 2nd). She has 9 tomoe whereas Sasuke is 6, so his ability is lower. Furthermore, Sasuke's Jutsu will be very limited on range, much like this

To sum everything up: Sasuke's Rinnegan will inherit Izanagi and Izanami, allowing him to utilize their full power. With both Jutsu, he can alter reality on limited space and range. With this, he will surpass Itachi's Genjutsu and match Kaguya's eye abilities.​

Regardless if the eyes are the same (which I don't think is true), you're basing this off of the chance that Kaguya is using Izanagi and C.O.A.T., when in actuality it is a different jutsu completely. That's why Obito was able to link his Kamui to different dimensions Kaguya hasn't shown to them at that point. Because they already existed
