Its not about the goals or dreams. Its about the passion he has to run a village. He wants to be acknowledged by the village and be known as a hero. All his life people saw him as a monster. No one went by him or gave him any importance. He fought his way to the top to become the ninja he is. He wants to surpass every Hokage before him. He wants to bring peace to the world by being that important figure of his village. These dreams are big and can't be done by him sitting around at home. He has shown enough reasons to be a candidate for Hokage. The difference between him and Kakashi is that this boy actually wants it. So I am sure he will do the best he can once he gets it.
I personally think that after the war the villages will remain allied and keep their 5 kages but have like a shinobi alliance leader which i think will be Naruto as he is powerful enough and has the trust of all the villages through saving the shinobi world. Kishi probably wont do it but i think thats the position in which Naruto would be most effective
