Gaara was in the sky from the start of the fight, in this fight he's not. And I don't remember any of the Kages even attempting to blitz him.

His potency, skill & quality of sand jutsu, will force the usually flexible sasuke to be even more 1-dimensional than Gaara himself is.
I believe That's whats' called being outclassed...

Never said Gaara wouldn't be able to react, but the fact that Sasuke can and will close the distance between them. Seeing as it's only 15 meters, that shouldn't be much of a problem. If Gaara does manage to stop his blade, Sasuke can channel raiton through it to cut through the sand.

Gaara does win this, it just won't be as easy as some make it out to be. Thought I should point that out.

I'm leaning towards Sasuke.
As the manga already showed, Gaara's defence doesn't fare well against Raiton. Last time he sort of managed to put up a fight, but Sasuke was tired from getting spanked fighting Ay while Gaara had the assistance from three Jonin.
In a fresh 1v1 i'd go with Sasuke.
