Its name sounds like deva paths abilities and madara used it with rinnegans activated , yet he needed susanoo to form hand seals.

I'm guessing that only the true owner of rinnegan can use it coz it works with the combined power of both kinds of eye

I honestly don't see the difference between Madara's meteorite technique and Chibaku Tensei. :| They were both formed when the Rinnegan was activate and besides, Madara never used it when had MS activated, therefore it is a Rinnegan technique. U_U

Madara's Susano'o was necessary to form the giant handseals, therefore it's both.

Madara never showcased this ability during his fight against Hashirama or so [which couldve destroyed the Shinsu Senjuu].. Maybe he did not use this technique since he would get caught in the blast as well...

Cannot clearly state its a Rinnegan tech, but the ability to control gravitational pull is one of the techs of Rinnegan [Which seems to be the case when he attracted the meteor towards him during the battle].. So leaning more towards it .

hardly anyone of you who claims it's a pure rinnegan tech tries to explain why madara used susanoo to form the hand seals for it .

btw it could be quite an OP tech if it's a MS jutsu
