It's an either way match, I'm leaning towards the Akatsuki duo.
The only way Minato and Tobirama can win is if they kill off Kisame first and then gang up on Itachi.

Akatsuki win mid diff. Once the water dome is up, Minato and Tobirama can't throw kunais around and he can't mark water. Kisame gets 1000 feeding sharks to eat up all the kunais and have one shark guard each FTG seal if they marked the ground. Minato and Tobirama don't have the firepower to put down Kisame and each time they touch him they lose chakra (since by now he's merged with Samehada). And in addition to that there's Itachi genjutsu sniping. Toads are controlled with genjutsu, amaterasu'd, or totsuka'd.

who cares?this isnt a battle of attrition. kisame dies long before that comes into play. tobirama is also a senju, so dont underestimate his chakra levels.

2. Kisame has to swipe his sword past both men on order to steal their chakra

Touching kisame doesnt make them lose chakra. Samehada does, and that has been countered above. Factually.
Kisame cannot counter FTG's speed. If minato does this and teleports instantly

waterdome is countered by gamabunta who escapes before kisame can harm him. on top of that, tobirama and minato each make clones of their own and spread out, allowing them to escape. and finally waterdome is not practical due to itachi being here.

If Minato touched Kisame to do the seal he loses all his chakra. He also doesn't have any way to touch Kisame.

Lol water dome comes out, Itachi dies. Tobirama and Minato can tag themselves alongside with the fact that Minato can throw kunai's around as well and tag his summonings. Kisame tries to get Minato, Tobirama escapes or the other way around. Let's not forget clones as well that can be tagged. Either way, they deal with the Dome. 1000 sharks gets wiped out by Tobirama's water jutsus and

Itachi's resorts to Amaterasu, his eye bleeds and either can teleport out of his line of sight.

Pretty sure if Itachi gets tagged before Susanoo, they can teleport to him inside it. If not, Susanoo would only be for defense since it's not fast enough to hit either of the 2. The process continues till Itachi runs out of stamina.

Genjutsu is dealt with by clones.

Kisame doesn't have to be touched, kunai's versatility allows them to get close, which is all they need to finish this guy. they also have clones to go in for them, clone which can teleport the original surprising kisame entirely
