But the second scan you posted, Obito said he told Naruto to become Seventh. Even if Kakashi got Sixth, it's not like Naruto can't get any other Kage position. I think when he said "All Costs" he was just referring to the other people in his age group who are attempting to become hokage, well the ones who weren't joking, *cough cough* Sasuke *cough cough*.
