Could Obito manifest Perfect Susanoo theoretically?

The one we saw is Kakashi PS with 1 scar in the face and kakashi could do it cuz he share chakra with Uchiha.

So if Kakashi can do it

Can healthy Tobito possibly activate PS?

Or is iy impossible due to Bijuu level chakra required

Why not? I mean, he'd just have to get re-accustom to his long lost eye, and he could manifest it. Plus his chakra was great enough to control tailed beasts, not much is limiting him.

obito can use it. he didn't use it cause he gained his second eye when he was already at hell gate and Susan was not needed then so he only showed us that he can open portals to different dimensions

If anything, Obito is the reliable person to use Susanoo instead of Kakashi.
