1 small problem in your argument: Madara's PS parts were used to cover Kurama in that fight. There was never as single moment in that fight that the stabilized version of Madara's PS was ever seen. His fight against the Gokage was the 1st time it's stabilized form was actually seen, and even then there was no reason whatsoever for it to fly.

trying to equate Madara's PS with a penguin and ostrich won't make your point valid. The latest chapter just provided something that says PS flight isn't an exclusive ability.
